Here, we present the IEEE Neuroethics Framework, an international, multiyear, iterative initiative aimed at developing a robust, accessible set of considerations for diverse stakeholders. Using the framework, we provide practical examples of ELSCI considerations for BCI neurotechnologies. We demonstrate the utility of our framework in exposing a wide range of implications across different iBCI modalities and conclude with recommendations.

A paper from the ISTAS22 conference.Here, as part of the IEEE Brain Neuroethics Initiative, we present a framework to analyze issues that might arise when designing and using a wide range of medical neurotechnologies. To illustrate the utility of our framework, we apply it to one of the most established medical neurotechnologies to date, cochlear implants. We highlight a range of ethical implications on safety, wellbeing, and agency, among other factors, as well as potential legal, societal and cultural considerations.

The IEEE Neuroethics Framework is an international, multi-year, volunteer-led initiative by IEEE BRAIN designed to provide ethical guidance for engineers, researchers, applied scientists, practitioners, and neurotechnology companies. This workshop provides an avenue to solicit new perspectives for three applications: Work, Entertainment, and Sports. It uses a “World Café” style method that the IEEE Neuroethics Framework team has employed previously to generate novel insights.

Funding by public agencies, foundations, and private investors plays a fundamental role in in driving medical neurotechnology development. research and development (R&D). We propose a multiphase design and development process involving discrete institutional norms and organizational practices and explore how this process can enhance the funder role to address ethical challenges.
